Cannaray CBD recommended for FSA novel food authorisation

On 16 September 2026, the Food Standards Agency board backed the first three CBD novel food applications in Great Britain and asked officials to finalise their advice to ministers. Cannaray’s high-purity CBD isolate is one of the three, and the only one that also covers drinks and confectionery.

Recommended, not yet authorised. Final authorisation rests with ministers in England and Wales. Food Standards Scotland advises Scottish ministers in parallel.

ONE OF ONLY THREE

Six years of independent review

Since 2020, CBD food products in Great Britain have needed an independent safety assessment and authorisation as a novel food before they can be sold. Hundreds of CBD products joined the FSA public list while that process ran. Six years on, only three applications have completed the full safety assessment and reached a recommendation for authorisation. Cannaray’s is one of them.

THE DECISION

What the FSA board decided

The FSA board reviewed the three applications directly because they are the first of their kind. Officials told the board that authorising high-purity CBD with clear, enforceable standards, conditions of use and labelling is the most effective way to protect consumers and bring the UK CBD market in line with the law.

The board supported that approach and asked officials to finalise their advice to ministers, including options for protecting under 18s and a plan for monitoring products once they are on sale.

We applied in 2020, when the FSA first asked the CBD industry to prove its products were safe. It has taken six years, independent scientific review and a public consultation to get here. Very few brands stayed the course. We did, because we believe CBD should be held to the same standard as any other food.

Healthy adults are advised to take no more than 10mg of CBD a day. Human CBD products should not be given to pets.

What happens next

  1. FSA officials finalise their advice to ministers in England and Wales.

  2. Food Standards Scotland advises Scottish ministers in parallel.

  3. Ministers make the final decision. There are new ministers in all three countries, so this is likely to take months rather than weeks.

  4. If authorised, these would be the first CBD novel food authorisations in Great Britain, and the first anywhere in the world.
